“Back to the Drawing Board: Minister Malatsi Puts SABC Bill on Hold”

In a strategic move, Minister of Communications and Digital Technology, Minister Malatsi, has announced the withdrawal of the SABC Bill (B32-2023) from the National Assembly. This decision follows comprehensive consultations and a review of public feedback, revealing that the current bill falls short of securing the long-term sustainability of the public broadcaster.

Minister Malatsi emphasized that the bill’s provisions, which included a delayed three-year timeline to create a new funding framework, do not meet the urgency needed to stabilize the financially strained South African Broadcasting Corporation (SABC). The broadcaster continues to face operational losses and budget shortfalls, making an immediate and credible funding solution imperative.

One significant concern with the bill was its potential to concentrate more power in the hands of the Minister, particularly regarding board appointments—an issue that raised red flags for the independence of the broadcaster at a time when media freedom is essential.

Malatsi stated, “Prioritizing the development of a sustainable funding model is critical for the SABC to fulfill its mandate as an independent, reliable source of information, education, and entertainment for all South Africans.” Ensuring financial stability would help the SABC provide balanced coverage, support local cultural industries, and maintain wide audience reach.

Rule 334 of the National Assembly Rules supports the withdrawal of a bill prior to its Second Reading, allowing for this strategic pivot. Moving forward, the ministry will focus on crafting a robust financial model that ensures the SABC’s independence and strengthens its role as a democratic pillar.
